Donald Payne Jr.

Member of the U.S. House of Representatives from New Jersey's 10th district

Donald assumed office on January 3, 2013. His current term ends on January 3, 2023. He was voted Chairman of the House Subcommittee on Railroads, Pipelines, and Hazardous Materials in January this year. He was first elected in 2012 to replace his father, Donald Payne Sr. and won both a special election to serve in the final months of the 112th Congress and a regularly scheduled election for a full term in the 113th Congress. Donald defeated five opponents in the June 5 Democratic primary, taking nearly 60 percent of the vote, and won the November general election with nearly 88 percent of the vote. Payne Sr. had first been elected in 1988 and was the first black House member from New Jersey. Before serving in Congress, Donald was the president of the Newark City Council and served as an Essex County freeholder.

Peter Peyser

Principal, Peyser Associates LLC

Since 1982, Peter has represented clients in the public and private sector who are engaged in delivering large infrastructure projects and programs of projects. This includes governors, mayors, public transit agencies, toll authorities, and numerous private-sector firms in the transportation sector. His expertise is in developing and implementing strategies for blending funding and financing from state, local and federal government and the private sector and in assisting with the implementation of those strategies through advocacy at the local, state and federal levels. Peter began his career as a congressional staff member to three members of congress and on the staff of the mayor of New York with a focus on transportation policy.

LeeAnn Hall

Executive director, Alliance for a Just Society (AJS) and Just Strategy

AJS is a team of experienced organizers that partners with social movement organizations to improve their impact using strategic planning, training, political education, and mentoring. Just Strategy is AJS's 501(c)(4) sister organization. She is the Coordinator of the National Campaign for Transit Justice. LeeAnn has been a leader in social and racial justice organizing for more than 35 years. She has influenced and effected national reforms in healthcare, immigration policy, and fair pay. She has guided and inspired hundreds of young organizers into careers in social justice work. She was previously co-founder of Peoples Action and People's Action Institute and the director of Idaho Community Action Network. She has overseen the successful campaign to cover farmworkers by Idaho’s minimum wage laws.

Francis Sacr

Interim executive director, Gateway Program Development Corporation (GDC)

Prior to his appointment, Francis was the interim chief financial officer for GDC. GDC was established in 2016 to oversee and deliver the Gateway Program, with support from its partner agencies, Amtrak, NJ Transit, and the Port Authority of New York & New Jersey. Before joining GDC, Frank was with Société Générale for 23 years. As the head of Société Générale’s infrastructure financing team for the Americas for the last several years, Frank has been at the forefront of the public- private partnership (PPP) market in North America. He has structured financings on several landmark infrastructure projects including airports, water, roads, and transit and has been involved in numerous PPP transactions in the US market, both as an advisor to bidders and as a lender. Frank has also advised on financings involving banks, private activity bonds, and taxable bonds.

John M. Dionisio

Partner and North America business development director, Meridiam

In his role, John coordinates and oversees the project origination function for the North American market. Since joining Meridiam in 2005 as one of the initial members, John has been actively engaged across a variety of infrastructure investment disciplines including business development, project development, project finance, fundraising, and corporate finance. As an investment professional and project developer, John has played active roles in major public-private partnerships including the Port of Miami Tunnel Project, the IH 635/ LBJ project in Texas, the Long Beach Courthouse Project, the Purple Line Project in Maryland, Central 70 Project in Denver and the Iowa University Utility P3.

Tim Treharne

Advisory services business leader, Arup

Tim joined Arup in 2018 following a 38-year career in banking and finance, principally in project finance, across a wide range of sectors and geographies. His specialties include project finance, PFI/P3, privatizations, and restructurings. In terms of sectors, Tim has delivered projects in transportation, energy, and social infrastructure and has worked with public authorities developing their projects and programs including providing input to necessary legislation. With experience of delivering projects from multiple perspectives as adviser to public authorities, bidding groups, and as a principal as both lender and equity investor/developer, Tim brings a depth of experience and market knowledge in developing alternative delivery models for public and private clients alike.
